This term is used towards two people. Usually high ranking superiority in an organization, company, cult, etc...
This term represents two people in charge that are pretty much stupid. They do nothing for said company and bring it down on a verge to crash. Usually the crack head and arrogent person in charge are "Da rocks." The CEO refuses to see them has "bad" to the company due to the fact they're long-term friends and doesn't want to lose that friendship, which causes the company to crash even more to a point of no return.
