Actually the cringest thing ever. It is used as an emoticon closing its eyes and doing a weird squiggle thing with it's mouth. It is especially cringe to some when it is used in a sentence using the words 'hewo' or 'sowwy'. Although, this is a largely shared opinion, it is not meant to be hateful.

It is used as a way to express cuteness or just as a way to express happiness or gratitude, but sometimes it is used only to finish of a sentence.
