It is pronounced as "qiba" in Chinese, and it sounds similar to "jiba" in Chinese, which means penis, and Chinese people often use penis as a swear world, so every time they want to swear but without using the real bad word, they will use "qiba", which is seven eight to instead.

a meme originating from the lyrics in a song called -Doot Doot-, later popularized by one kid on the internet who from then on was called the "6-7 Kid" after a viral video showed him saying the term at a basketball game. It doesnt really carry a meaning, as it is used randomly.
