By 1990, it became so over used to the point of becoming a corny expression eventually leading to the use mostly by an asshat as described. Today, such an expression is regarded practically as an insult for this very reason and is taken as a form of senseless needling, often meant to offend one's intelligence.
The only businesses who have become notorious for the term are financial institutions where, in fact, new employees are actually taught to use it in the form of customer psychology as it belittles the status of the borrower in relation to the lender, e.g., reminding the customer who the lender is and that they are in debt.

Get the 65th base mug.At first, it was stated with in a game for the Sega Genesis known as "Zero Wing". In which the enemy states "All Your Base Are Belong to Us." The game otherwise was fine it seems, I never played it truely, but looked up on it.
Later a flash movie was made, in which the intro was the scene the phrase was stated then lead to a catchy song. THe words are only versions of "All your base" "all your base are belong to us" and a catchy tune. All the while a flashing of screenshots with the words "All Your Base" are put in to match quite nicely.

The nerve center of Echo Base was its darkened command center, where General Rieekan issued orders to the rest of his troops. Here, Alliance scanner operators carefully monitored incoming data from the scattered sensors placed by Rebel scouts in the Hoth wilderness.
Protecting Echo Base was a powerful energy shield strong enough to deflect Imperial bombardment. When the Empire arrived in the Hoth system, the Rebels erected the shield, forcing the Imperials to engage in a ground battle. The Rebels speedily evacuated the personnel and equipment they could aboard Rebel transports with starfighter escorts, offering covering fire for the fleeing ships from a massive ground-based ion cannon.
As the transports retreated, the Rebel ground forces and snowspeeder squadrons covered their escape by delaying the Imperials for as long as they could. Rebel troopers dug into snowy trenches, blasting at the incoming Imperials with turret-mounted laser cannons and blaster rifles. The Imperial walkers were unstoppable. The Rebels were routed and Echo Base was overrun.
