It is a combination of two terms: To "Cop" which is to purchase or acquire something (often drugs or loot). The term originated with street drug users as a way to quickly say "going to buy drugs" in less conspicuous terms. The term "Roll" means to quickly depart. The combo phrase can be used at a bank or really at any place there is a long line and the people in front of you are not "rolling" to make way for the next in line.
