KIM SEUNGMIN . He is sad when it’s cloudy and dark, he is also very happy and cheery when it is bright and sunny. He also thinks everyone else is sad when the weather is bad. He wishes he could hibernate like bears in winter.
Stay 1 : Seungmin sent frowning faces on bubble, I wonder if he is sad
Stay 2 : Oh, that’s just because it’s gloomy in Seoul today, he’s a little weather dragon.

That phenomenon where the exam season of many second & third level academic institutions coincides with record breaking sunny weather perfect for outdoor extracurricular activities, only for the weather to promptly return to cloudy rain once they're done.

(N.B: this term is based my personal observation that it's mostly old grumpy grandmas and grandpas that quetch about the weather).
(weather grandma for a woman): an offensive term for a person who is always quetching about, as the name suggests, the weather.

everybody hates a weather grandpa, especially when the person doing the complaining doesn't understand that they can't do a rat's ass about the weather.

A subtle query used by the drunk, stoned, tripping, and otherwise inebriated to check a fellow’s self assessment of his or her condition. typically used in situations in which frank inquiry is not possible.
cashier: “that will be twenty dollars and 19 cents”
you: “How’s the weather?”
your stoned friend struggling to comprehend money: “quite cloudy.” (that is to say, as the analogy follows, he’s is too impaired)
