Term for a commander that wonders around aimlessly in world vs world in Guild Wars 2 that doesn't capture objectives and wastes supply.

We would have beaten Sanctum of Rall if that damn commander wasn't cloud flying all night.

Cloud up, to cloud up, or simply just cloud is to smoke a substance. The substance can range anywhere from bud to black star, depending on the region, but is usually in reference to Meth (again; depending on the region.)
