It's when when a show has reached the point of being totally unbelievable as in the final season of Lost.

When the A Team built a cabbage thrower to help protect the abused migrant workers from the bad union guys the show went to Sideways Land.

sidewalk snowplow

A group of people walking shoulder-to-shoulder on the sidewalk who refuse break formation to allow oncoming pedestrians to pass.

I was on my way to work when I encountered a group of teenagers who were walking the opposite direction. I had to step into the gutter to avoid colliding with that sidewalk snowplow.
