An individual who mostly lives a legal physically harmless life but is partially a criminal or a felon. Kind of like a goon but isn’t active as much as a goon is, will do small goon stuff here and there every now and then.

- Yea he a semi civilian although he’s working mostly legal jobs he’s also a drug dealer on the side.

- He ain’t no gang member, he a semi civilian, he has connections to gang members/goons and sometimes does illegal stuff wit em.
