1) Someone hired as a domain expert who clearly knows less about the topic then you, or that you have failed to realize that the actual domain is "charging the customer as much as possible". 2) An unbearably obnoxious and condescending SME.

That consultant who produced that flowchart is clearly a subject matter asshole
