Normally used when referring to someone who has authority or is charge or moderating a certain section/part of the Internet, usually a Twitch Streamer's/ V-Tuber's chat/comment section, though uses their authority wrongly and/or uses it for their own personal purposes/usage/gain or to play pranks/troll other Internet Users/Chatters

Will normally try to put on a serious face or upfront or will try to look cool and/or intimidating but will utterly backfire causing them to instead have a more unusual and weird look thus making them not taken seriously.

Similar words include bozo, numbskull,nonce,egit,dumbass,fool,clown and idiot.
