In rural America, being a hick has the implication that you ain't really a redneck and you're dumb as a rock too. Redneck in this case would refer to having more genuine ties to southern culture. Many urban dwellers may misuse hick as a catchall for poor people from rural areas, but proper properly using hick will insult their whole family line so it's a pretty decent insult.
