It defines a white person, it means the exact same thing as the N- word but is used as an insult amongst the race of white. It is just like a black saying the n word but instead of getting shot you share a laugh with friends but I don’t recommend this in public since it is still a word of racism, the word “Cracker” is known as a dead word because not that many people say it anymore

Noun. An insult towards white people. Derived from the cracking sound of a whip on a slave's back as their slavemasters (white people) would hit/whip them. Not a racist term (because you cannot be racist towards white people. prejudice, yes. racist, no.)
