A bad tipper: someone whose “little arms are too short to reach down into their pockets”.

When we go to the pub, my friend Chris tips far less than I do. He is such a flea.

The bartender served a pair of guys and, hoping for a good tip, presented the bar tab to the guy he knew was not a flea.

In the hope of getting a decent tip, the bartender presented the bar tab to the person that he knows tips well, not to the flea next to him.

Hoping for a good tip, the bartender presented the bill to the guy in the red shirt, not his friend. That’s because the friend is a flea.

The bartender, wanting a big tip, did not present the bar tab to the flea. He presented it to his buddy instead.
