A sexual connotation.
The top lip on a male extended out as far as humanly possible.
To resemble the lips of the common sucker fish.

Denoting his ability to give another male sexual servitude.
At the cost of And or herpes, warts, etc...

Man I GOT! to connect to him he got that suck suck lip. I'll bet he'd try to swallow me with his whole face.
