People who can not prove their genology through paperwork, but wants to claim indigenous status. Usually are what's referred to as a 5 dollar Indian. (Caucasians that enrolled themselves on the Dawes Rolls, or anyone benefiting from the 1800's Curtis act, that allowed the US government to dictate who was "A Real Indian".

For instance Federally protected reservations contains more Nabo's then true indigenous people. Most do not fit the original description of what a Indian actually was. Indian and negro were used interchangeably throughout colonial documentation and laws.
