another, less humiliating term for a normie, a local is basically anyone who follows the mainstream, and has no personality. some stereotypes include following "alt" right after it became trending (fashion sense, music taste, etc) using snapchat, not having online friends or not in online spaces like carrd/stan twitter or kinstagram, and having a very boring vocabulary (using lots of emojis unironically.) while the definiton can vary, it is apparent you can find these people at your school that fits any other defintion.

Flat Wheels Local

The nickname of the old Grand Street Shuttle train that ran from 57th Street and Avenue of Americas to Grand Street in New York City in the 1980s, the cars used as R27s had every wheel with flat spots and made such a loud noise you can hear the train from as far as 5 stops away.
"Damn Jimmy what the hell is that loud noise in the tunnel?" Ah Tony that's the sound of the "Flat Wheels Local" and it sounds like its at 34th Street herald square right about now!
