The word 'Skollie' is of South African (Afrikaans) origin and has many meanings:

A naughty, dirty or ill-mannered person.
Somebody who is devoid of class and manners.
A loud mouth individual who doesnt hold back his words.
Almost as similiar to a person who suffers from tourettes.

It can also be used to describe somebody's behaviour.
