A Scrub Norris just sucks at everything and even when he tries his hardest he still fails. Typical examples include a guitar player that only knows power chords, a person who spams only one button while playing a video game, someone who thinks benching 135 at the gym is amazing could also be considered a scrub norris; you get the idea.

Whilst a noob is generally considered one who is new to the game, and as a result not proficient, a scrub need not necessarily be new. It may imply that the person accused is forever a noob, regardless of how much they may practice.
