form 1. noun - a person who takes a car (regardless of make) puts more money in rims/body kit/tint/ etc. than he does on performance parts. usually attempts to avoid the tag "ricer" by adding a cold air intake, and hood scoop. will idiotically challenge any car(including police cars) to drag race because they think their "ride" is fast.
form 2. noun - a car that barely manages to do the quarter mile in under 20 seconds, hits 0-60 in 9 seconds because it weights 1000 pounds, yet looks like an f16. DO NOT mistake this car for an f16...because f16s can go over 90 mph without breaking down on the highway

"all the little boys and girls looked in amazement as bobby's "tricked out" 1992 honda civic pulled up next to a stock 2006 honda civic. Bobby challenged the old lady behind the wheel to a drag race by revving his engine twice. she quickly accepted, and as the green light came on, they were off. With a loud "boom" bobby's ricerocket backfired blew a cloud of blue and lost him the drag race, and more importantly earned him the tag 'ricer' "

Someone who owns a 90HP import with stickers for parts that arent installed and have lame body kits with StreetGlow and Muffler Whistles to make up for not having a turbo. Most own both copies of NFS:Underground, and love watching Fast and the Furious movies.
John: You hear that Jim?
Jim: Yea whats that annoying sound?
John: Thats Ricky Ricer in his '88 Honda Accord
Ricky: You hommies wanna watch Fast and the Furious on my used 7" TFT Head Unit?

Any of a number of persons, usually young males, who place numerous cosmetic enhancements to a vehicle in the belief that such enhancements will add performance to their vehicles. These "enhancements" include but are not limited to:
1. Incorrect badging
2. Insanely large exhaust tips (5" in diameter or greater)
3. Spoilers & bodykits; especially those made of cardboard or plastic
4. Offset tape stripes
5. Single wiper conversion
6. Oriental symbols; esp. on American cars
Cars do not neccesarily need to be imports to be considered "rice"- ex. "Cobra" badging and/or body kit on a V6 Mustang.

I've seen myself the following examples:
"RalliArt" badging on a Honda
"Evolution" badging and bodykit attempt on 1989 Mirage
"Neuspeed" badging on 1997 Lumina
"Type-R" badge and 5" exhaust tip on 1980s Civic Wagovan
Double spoiler, 18" rims and Type-R badge on Geo Metro
Type-R badge on Ford Probe

A ricer is an individual who "modifies" their vehicles with aftermarket or homemade components that offer little or no performance gain. Large mufflers resulting in a loud, low tone, lawnmower sound is very popular among ricers. Ricers also are obsessed with stickers, big spoilers, and body kits. Often, ricers neglect to paint body panels such as having a full primer gray body kit. Lamborghini(verticle) doors on Honda Civics are the reason Lamborghinis don't have Lamborghini doors anymore.
Contrary to popular belief, the term "ricer" has nothing to do with Asian vehicles:
"Rice" is an acronym for "Radically Immature Car Enthusiast".
Although the majority of ricers choose to "modify" base level Asian compact cars (IE: Honda Civics), have you ever seen a Chevrolet Cavalier or Dodge Neon? Enough said.
Ricers are famous for driving around revving their motors and trying to race everyone they see.

That civic is completely riced out and the 16 year old with the sideways hat playing loud rap music is a huge ricer.
There is a gathering of ricers at price chopper.

An individual that takes an OK car (not limited to imports) and turns it into complete crap. Usually adding on things such as huge, loud ass mufflers, NASA type spoilers and a collage of stickers that don’t really mean shit. Also, there have been sightings of FALSE front mount intercoolers. Upon first site of one of these rice rockets, the onlooker (if not a ricer) usually gets a disgusted look on their face. (Like when watching parts of FEAR FACTOR) And many cuss words also come to mind.
If you ever see a car with a muffler that has a larger diameter than its rims, it definitely is a ricer
