2. Alternate/Less Played out way of saying roll up.

to Toby Out (of something) means not to show up or bail last minute from something you have been committed to. This could also be used when a person didn’t really decline invitation for period of few weeks and then cancels last minute.

I can’t believe he Toby out from dinner. I did a full vegetarian meal just for him.
