A negative sounding expression but with a positive meaning, its meaning being “no leaders” or “fear of leaders” if you see this as a phobia wise.

Romophobia

Contempt, prejudice, aversion, hatred, or antipathy of Roman Catholics. Often due to irrational fear, white supremacy, or extreme religious beliefs. Related to the various conspiracy theories that circulate in Protestant circles historically and currently concerning "secret" activities of Catholics.

The Salem witch trials and the assassination of Fr. James Coyle are excellent examples of the Romophobia that plagued the early years of our nation.
