A person who is so incredibly stupid that they aren't even a full retard. Also describes someone who is very stupid and on their way to becoming a full fledged retard.

Joan - Steve is a "pretard".
Jim - A pretard?
Joan - Yeah, he's so stupid he's not even a retard.

In ebay, knowledgeable ebay buyers refer to inexperienced ebay buyers who unknowingly bid early (hours or days) before the end of the auction, and thereby spoil the auction, hence they are called pretards. 'Pre' for 'early' and 'tard' for 'retard'

To win as a buyer at ebay you never place your bid for something earlier than the last 1 or 2 seconds before an auction runs out. That way the buyer (whoever it is) always wins with his best or lower price. Google pretard ebay or
