Any type of enforcement ex: police man, security gaurd, meter maids, ticket checkers. This is because they both CONtrol and PAtrol their surroundings. Troll can also be a verb.

1) Main street is crawling with trolls this time of night.
2) You better buy a train ticket, they have been trolling lately.
3) I got trolled twice last week.
