When someone has a sense of, or knows how to handle themselves in a rough neighbourhood or ghetto. People can be street smart regardless of their style. It usualy depends on where or how they were raised. It also can mean how well someone can handle themselves in an unfamiliar neighbourhood or city streets.
Christos the greek wasn't a thug but he was raised in a ghetto neighbourhood and was street wise. He had no problem walking through a rough neighbourhood at night.
On the other hand Steve the wigger considered himself a thug but was raised in a fairly rich, high class neighbourhood. He wasn't street wise and when he needed to walk through the projects he was so afraid he almost shit his pants and took a cab home instead.

To Pull A Wiseman 

Usually to enter from no where with a comment that depicts you are much smarter than those around you. The comment can be something that should have already happened but no one listened to you, or something painfully obvious etc.

Not to be confused with a lean-in!

The act of pulling a wise man derives from Evil Dead: Army of Darkness in the scene depicted below in the example.
1. Jim and Jon both knew that the fastest way home was path A, but Jon just had to take path B. Jon walked all the way along path B, got home and realised that he could no longer see Jim. Jim pulled a wise man and said "I told you path A was faster!"

2. In Evil Dead: Army of Darkness, Ash is informed by the wise man that he needs the Necronomicon in order to stop the evil. He just blows the wise man off. A short while later, a Deadite attacks Ash and Co. After Ash kills the deadite, the Wise man enters from off-camera and states "Now with though quest for the Necronomicon?!" Thus he has pulled a wiseman.

3. In order to pull a Wiseman you need to have something smarter to say than those around you, and be able to approach from a near unseen angle.

A state in the Midwest where people definitely know how to have fun. However the only way to do it is either to drink excessively (like 99% of the pop. does) or to spend all night shooting off fireworks at houses. If you ever go to Madison (capitol city) being sober is not an option. it has arguably one of the best party schools in the country. despite the lack of sobriety in Wisconsin, the driving skill far surpasses that of Illinois's. the un-ending rivalry between Wisconsin and Illinois is by far the most hate-driven in the U.S. However the two are terribly similar if you substitute cheese for corn and forests for fields. Also, even though they seem to hate each other, when a Wisconsinite and Illinoisan actually meet they are most likely to become great friends...weird.
Overall Wisconsin is a great place to live if you can take the disgustingly frigid winters and sometimes brutally hot summers.
