This is a really bad insult and it shouldn't be used anywhere. It's calling someone a pickme, ugly, wannabe, attention seeker and a bitch/dog. It's a very harsh thing and if somebody said it to me I would be crying. It's also anyway of the resting people to not come near them or they'll kill you, which is a little way too far. Its also used in some places as calling someone a fake friend who has never benefited they're life.
