Refers to the celebration by Libyan gunmen after they took an "American diplomatic compound", as mentioned on HBO's "Last Week Tonight with John Oliver".
"We'd better be careful how we leave Afghanistan, or it could turn into a total Libyan pool party over there."

so I walked into this public toilet that was busy and there was this one cubicle that no one was using , so I walk up to it and before I could close the door behind me and use it, to my surprise there was a massive somalian pool party just chillin there.
