There is an implicit assumption that person(s) at fault, refuse to accept responsibility for their choices. The original question (used by them) is an attempt to deflect criticism. This word is popularized on economic blogs and forums.

When hurricane Gustav landed on the coast, the governors of the nearby states sought to avoid a panic, and publicly asked their citizens not to hoard gas. This news was so widespread, that everyone bought gas the next day, just to be on the safe side. Prices doubled, and no gasoline could be found for a week. Hoocoodanode?
