This is usually used as a term that limits as someone's niceness that is used to show the limit of how nice someone can be. It says that there is always as nice as jack

Be Unconditionally Nice to Each Other Day

On December third, everyone is legally required to be unconditionally nice to each other. Anyone who fails to comply will be sentenced to three months of obsessive hugging.
