When someone is said to "need a cheeseburger" it means that the person is way too thin - so much so that the person doesn't look attractive. The implication is that the person is anorexic / dieting too much and needs to put on some weight. Almost always said about a female but a male isn't immune.

"Damn, did you see how skinny Angelina Jolie looked at the Academy Awards the other night? That girl needs a cheeseburger!"

A fun song Jimmy Buffett wrote after having a mishap at sea, causing him and his crew extra days out on the water. They had nothing to eat but canned food and peanut butter. Once they reached land, they headed to the first burger joint they found, and had themselves a feast. Being stuck out at sea with only those items of food, then finding a burger joint on land, was the inspiration behind Cheeseburger in Paradise.
