A bosstator is an individual, who because they have obtained a position of "power" thinks they are god of the workplace and or able to issue whatever decrees or proclimations they desire.
"Yeah, I'm gonna have to ask you to move your desk, downstairs, to the basement" said the bosstator while getting his stapler back...

"I can change your schedule anytime I want so I don't have to pay overtime" said the bosstator.
"No one can wear clothing that has words or pictures on it, ever" said the bosstator while wearing a sports jersey.
