A government institution (In most countries) dedicated to teaching persons, from a young age, vital skills that allow them to enter into the work force and function in society. Despite the usefulness, the majority of said persons would rather bitch and moan about it than use it to their advantage. It is of great solace to the minority that the majority end up having a tough life.
The failure of this is also the primary cause for 65-70% of the internet sucking and nothing particularly interesting happening in the world today (Except for the economy, of course.)
That said, homework still sucks.

A place where everyone secretly hates each other includin students, staff and teachers and is a nightmare. They force you to do useless work while they also expect you to put up with peer pressure,your home life and social life.
