When someone promises to do something, but doesn't actually do it, usually because they actually can't

A New England phrase that is usually heard in or around shops. It's used to take the place of "no I don't need any help" or "no thanks."
It confuses the hell out people from the rest of the country. Especially the Southeners.

All Eyez on Me is an album by The Great rapper Tupac Shakur, released on February 13, 1996 (see 1996 in music). The album has become one of the most influential albums in hip hop history and is often considered The Best Album Of Rap Ever Released. The album was certified 9x platinum by the RIAA. All Eyez on Me was released after Death Row label CEO Suge Knight bailed Tupac out of jail as a part of Tupac's contract to sign with Death Row Records
this double-album served as the first two records he owed. Many fans, critics and rivals consider it to be one of the greatest rap albums of all time.
2Pac's lyrics in this album are generally a no-holds barred tribute to the thug lifestyle. Though there are the occasional reminiscings and tributes to friends, it is a definite move away from his 2Pacalypse Now-era political and social commentary, or his latest sorrowful soul searching. In All Eyez on Me there is really a little bit of everything. He hit the studios literally hours after being released from prison to begin work on this 27 track hip-hop tour de force. The prolific rapper finished this album in only two weeks.
The occasional friends from Thug Life or newly-created group The Outlawz show up, as well as the requisite Tupac collaborator, Snoop Dogg, among other strong guests. Daz Dillinger, along with Johnny "J", handle most of the production, along with help from Dr. Dre on "Can't C Me" and "California Love".
