Get the Panda Fat mug.1. (Noun) A slang term for law enforcement officer/s. In reference to the infamous "Black and White" marked vehicles of the LAPD. A relatively obscure term that started in the West Coast that spread Southeast, towards the gulf coast states. Still used infrequently and sporadically in places like H-Town, The D, Atlanta, and even reports of its usage as far East as Miami and as far North in Chiraq.
