These brigades tend to spawn around construction areas, one lane highways, or behind other traffic going the speed limit in the left most lane. Retard brigades will stop at nothing to pass you and will often tailgate and cut off other drivers to achieve their goals of getting stuck behind the next group of vehicles going the speed limit.
