To spend a lot of money at any one given time; taken from the fact that sailors, while on shore leave, used to spend all of their money on whores and alcoholic beverages
I stopped letting my wife use the credit card. Every time she goes to the mall, she spends like a drunken sailor on shore leave!

Special Leave

Generic term used within many administrative sections of UK public sector to excuse/justify/advocate frivolous waste of public funds through unnecessary staff absence, and expense claims. Can cover various pursuits including, but must adhere to following: (1. Must NOT conclude with beneficial outcomes for funding body (the public), 2. Must offer opportunities to waste public money through paid absence, and unnecessary expense claims, 3. Must be so ludicrous in their inception to rile and annoy other tax payers.). Funding for special leave is regarded as a higher priority than employment, and as such is not affected even in austere times and redundancies.
Example of use: "hey, you hear about half of the department being made redundant last week? I only heard about it when I submitted my expense form for last week's special leave - we went skiing. Yeah it's so unfair all those redundancies - I blame the banks."

Famous quote first uttered by the great Eddie Griffin on the Chappelle Show season two episode seven. When Griffin's character, Grits N' Gravy, recites the line, the character is leaving a dice game because he has lost. The line is the character's finale. To understand the meaning of this line, one must realize that it refers to the act of defecating. When the feces begins to emerge from the anus, the butt cheeks will often part to make room. When the feces leaves the anus, the butt cheeks will close and thus "come together". Through use of extraordinary creativity and brilliant comedic genius, Griffin used his symbolic language to portray his character as "the shit". Griffin's brilliance is can be witnessed first hand as none of the audience in the show laughs.
