A. They don't want to answer
B. They are trying to mess with the person
Or C. They are so confused that they don't know what to answer or don't know how
This word is a combination of "yes" and "n't" which when adding to the end of a word. Example, don't is do not. N't in this case is being misused to say no. Meaning this word means both yes and no. It is unknown who started this joke, but it surely won't be ended.
