As implied by the terminology, the ongoing act or initial start of "waiting" for a certain "jailbait" to be old enough to no longer be jailbait so the lecherous masses can safely ogle at the person in question.

A: Wow, take in the sight of that delicious slab of meat.
B: Careful, that one is jailbait.
A: In that case, I'll resort to jailwaiting.
B: Still means you're a lech.
