Enies Lobby

Enies Lobby is the pointless judicial island near Water 7. It housed CP9, an intelligence branch of the World Government in One Piece. The main character, Luffy, eventually beats the World Government AND the Marines to get out of Enies Lobby, eventually returning to Water 7.
