This expression is actually mostly used in India, but has through extensive migration of Indians to the US spread. It basically means "cannot be" or "that can't be". Usually said with indian/english accent.

Ravi: I studied so hard for the exam and still I got an F!
Ajay: Is cannot?!?!?!!? Are you stupid or what?

A phrase commonly used to express hope in and support for the ship between Keith Kogane and Lance McClain from Voltron: Legendary Defender. It was first stated by Lucky Luciano on Twitter, only to be deleted hours later. Nevertheless, it is a popular saying among a majority of the VLD fandom and has even been adapted to show support for other ships or theories.
