As implied by the terminology, the ongoing act or initial start of "waiting" for a certain "jailbait" to be old enough to no longer be jailbait so the lecherous masses can safely ogle at the person in question.

A: Wow, take in the sight of that delicious slab of meat.
B: Careful, that one is jailbait.
A: In that case, I'll resort to jailwaiting.
B: Still means you're a lech.

Partying WAY too hard in the parking lot outside of a concert or sporting event, to the point where arrest is imminent.

You see those two jamokes over there jailgating? I bet they never even make it inside to the game.

The act of loading illegal porn onto your phone to see if your mobile carrier is spying on you, which is revealed when you are paid a visit by the feds.
