Also, Verb: To slash and cut budgets of gov't social services organizations, especially after citing it's importance in a public speech.

Also, Noun: Any policy which chokes a budget or strains a paycheck like a pretzel stuck in your throat.

The opposite of having the "Midas Touch"; instead of turning to gold, whatever that person touches turns to shit. Named after George "Dubya" Bush. Every business venture he's been involved with has been a dismal failure.

I wouldn't want him running my company, he's got the Dubya Touch. Everything he touches turns to shit.
