When someone or something is permanently dirty even after just being clean it looks or feels dirty.

Person1: Dude, you know Billy, right?
Person2: Is that the permadirty kid with the dreads?
Person1: Yeah dude, i saw him come out of the bathroom after a shower once, He looked exactly the same, That kid is such a dirthead.
