Derogatory term used to insult (young) females with saggy, aged-looking breasts.
This may also be used to insult women without saggy breasts, just to make them feel insecure about their bodies and/or current age.

To be both stoned and tipsy at the same time, either by smoking marijuana after consuming alcohol or consuming alcohol after smoking marijuana.

Man, last night at Nick's house I couldn't be bothered to stand up. I was feeling way too stipsy!
