Essentially, this is quick short-form blogging or vlogging out on any social-media platform that allows for blogging or vlogging.
It is a categorization of social media site best applied to any social media site that largely resembles the user interface of the site X (formerly known as twitter). By this, the social media site must also be restrictive in its posting parameters to the degree or near enough to the degree that X (formerly known as twitter) used to have before its current rebranding and restructuring by the current owner.
