a person who is super nice only to annoy you and play a con perhaps.

Typically a Spaniard or someone who comes from Spain.
Juan Vela's or Juan Vela'd is the act of being conned and annoyed by someone of hispanic origin.
The Spaniards are well known for being bullshit artists but they are also annoying at it.

The people of South America had been Juan Vela'd out of their Gold under the pretense that it was going to a God.

A business partner is a Juan Vela and conned all of his friends into giving him money, and then was annoying about it.
