When someone makes a claim, comment, or response that seems too good to be true, but you're not fully convinced either way.

Example:
Mike S., lost a twenty dollar bill, so he sent a group email to his colleagues.

Brian replies "finders keepers suckaa" (in a jokingly manner). Mike responds "foe-real", with the hope that Brian found the twenty dollars. Unfortunately, Brian was just fucking with Mike, and did't have the twenty dollars.

Note: This sort of logic cuts both ways. Brian could have found the twenty dollars.
Foe-real, you got my twenty B.
