Techto is someone who spent more money on their cellphone than they did on their car and their entire wardrobe. Usually can be found wearing a Bluetooth device as some sort of accessory to look important to potential hookups with a sexual partner.

Dude that guy is such a techto! He's talking to some chick on his blackberry with Bluetooth while sitting at McDonalds in his chevy cavalier!
