A very annoying, scary, "evil", or
weird bald person. First mentioned in Law and Order:SVU by a schizophrenic man saying the "cashesties" were in his head.

people with a signature bald or buzzed head.(e.g. gangsters,cholos,nazi skinhead) Also
people with receding hairlines.
