1) A tattoo that has been made to cover a scar, to make it less disfiguring.

2) A tattoo that uses a scar as a basis for a more intricate design.

Punk 1: Chris got stabbed by some white trash a few weeks back. It's scarred him pretty bad.

Punk 2:He should get a skattoo. Those things look awesome.
